The thesis examines the Indonesian claim of H5N1 viral sovereignty in 2006, and the mutant H5N1 papers controversy in 2011, to analyze the notion of science transcending national boundaries and novel conflicts with science operating on the international stage, specifically for H5N1 preparedness. This thesis argues how the symmetries between the Indonesian sovereignty case and the H5N1 papers controversy illustrate the locus of contention and uncertainty present in the international scientific space, specifically related to the ownership and governance of influenza pandemic preparedness materials and research. To achieve this, the thesis comparatively analyzes the two controversies to reveal the unsettledness in dimensions of both pandemic preparedness and international and transnational governance of science. This symmetrical analysis clarifies the unresolved issues of ownership, control, and accountability, which exist in the scientific international space. The deliberations of both case studies were framed so that the primary goal of the resolutions developed into maintaining scientific openness for public health benefit. With this method of deliberation taken, the significant and unique issues raised by these cases, in addition to the ownership questions that were allowing these controversies to gain prominence, were commonly left unaddressed. In doing so, the potential of the reemergence for similar controversies remains high.

The source of their disagreement is rooted in the concept of empowerment. This analysis utilizes the personal genomics company 23andMe and their relationship with the Federal Food and Drug Administration to illustrate varying views of empowerment. Specifically, the case study focuses on the ability to provide direct-to-consumer health reports to patients independent of physicians. In doing this, larger issues of what is at stake in personalized medicine are uncovered. These include but are not limited to: who determines what individuals get empowered and what information is determined good versus bad.

Joseph Rotblat (1908-2005) was the only physicist to leave the Manhattan Project for moral reasons before its completion. He would spend the rest of his life advocating for nuclear disarmament. His activities for disarmament resulted in the formation, in 1957, of the Pugwash conferences, which emerged as the leading global forum to advance limits on nuclear weapons during the Cold War. Rotblat's efforts, and the activities of Pugwash, resulted in both being awarded the Nobel Peace Prize in 1995. Rotblat is a central figure in the global history of resistance to the spread of nuclear weapons. He also was an important figure in the emergence, after World War II, of a counter-movement to introduce new social justifications for scientific research and new models for ethics and professionalism among scientists. Rotblat embodies the power of the individual scientist to say "no" and thus, at least individually, put limits of conscience on his or her scientific activity. This paper explores the political and ethical choices scientists make as part of their effort to behave responsibly and to influence the outcomes of their work. By analyzing three phases of Rotblat's life, I demonstrate how he pursued his ideal of beneficial science, or science that appears to benefit humanity. The three phases are: (1) his decision to leave the Manhattan Project in 1944, (2) his role in the creation of Pugwash in 1957 and his role in the rise of the organization into international prominence and (3) his winning the Nobel Peace Prize in 1995. These three phases of Rotblat's life provide a singular window of the history of nuclear weapons and the international movement for scientific responsibility in the 50 years since the bombing of Hiroshima in 1945. While this paper does not provide a complete picture of Rotblat's life and times, I argue that his experiences shed important light on the difficult question of the individual responsibility of scientists.

In 1996, President Clinton ordered the formation of the Advisory Committee on Human Radiation Experiments (ACHRE), which undertook to evaluate the morality of a myriad of secret and publicized radiation experiments ranging from 1944 to 1974. The goal of this thesis is to analyze the ways in which that committee formed moral evaluations and the extent to which its strategies related to a broader historical and philosophical discourse. Here I attempt to describe two specific techniques of simplification the committee deploys in order to make a retrospective moral analysis possible. Although the techniques comprise specific problems, frameworks, subjective perspectives, and conceptual links, their unifying principle is the field of choices the techniques produce. In the first technique I outline, I argue that by focusing on the problem of historical relativism, the committee gains a platform through which it would be granted flexibility in making a distinction between moral wrongdoing and blameworthiness. In the second technique of simplification I outline, I argue that the committee's incorporation of a principle to reduce uncertainty as an ethical aim allow it to establish new ways to reconcile scientific aims with moral responsibility. In addition to describing the structure of these techniques, I also demonstrate how they relate to the specific experiments the analysts aim to evaluate, using both the ACHRE experiments as well as the Nuremberg Trial experiments as my examples. My hope is not to show why a given committee made a particular moral evaluation, or to say whether a decision was right or wrong, but rather to illustrate how certain techniques open up a field of choices that allow moral analysts to form retrospective moral judgments.

This dissertation examines how Indian polities have resisted and accommodated nuclear energy into their existing culture, politics and environment from the 1960s to the present. I document sites of friction between the nuclear establishment, urban activists, and local communities to trace how their engagements changed because of key ruptures in Indian nuclear history, namely Chernobyl, the US-India nuclear deal, and the Fukushima nuclear disaster. I interrogate the concept of ‘civic epistemologies,’ which was developed by comparative regulatory policy analysts in STS to explain how different national regulatory systems follow distinct cultural modes of evaluating the objectivity and credibility of policy-relevant scientific knowledge, evidence and expertise to arrive at different conclusions about similar technologies. By following how various actors are mobilizing cultures and institutions of knowledge production and deliberation to further political goals around nuclear power in India, as well as how these goals shape knowledge practices, I demonstrate that citizens’ desire to ‘scientize’ politics by creating a political culture of scientific debate around nuclear matters—thereby creating the forms of public reason as seen in Western nuclear debates—requires politicizing science to render it a publicly accessible rationality. As such, I argue that the creation of science- based, policy-relevant knowledge and politics should be seen as part and parcel of a particular variant of liberal democratic nation-building—albeit one that is inherently exclusionary, coercive and politically fraught. Using a mixed-methods approach of multi-sited ethnographies of five villages opposing nuclear energy, interviews with a wide range of actors, event ethnographies, oral histories and document collection and analysis, I discovered that urban and rural activists, politicians and regulatory officials articulate and enact different imaginaries of nuclear energy and democratic politics and participate in competing processes of knowledge-making and political formation. Democratic maneuvering and full access to the privileges of civil society are allowed actors who share the state's imaginary of nuclear power's role in achieving sovereignty and self-reliance, while others are not granted such affordances. Moreover, the state reproduces colonial sociopolitical categories in how it deals with the differential knowledge politics espoused by its rural, agrarian constituents and its urban elite citizens.

Vaccinations are important for preventing influenza infection. Maximizing vaccination uptake rates (80-90%) is crucial in generating herd immunity and preventing infection incidence. Vaccination of healthcare professionals (HCP) against influenza is vital to infection control in healthcare settings, given their consistent exposure to high-risk patients like: those with compromised immune systems, children, and the elderly (Johnson & Talbot, 2011). Though vaccination is vital in disease prevention, influenza vaccination uptake among HCP is low overall (50% on average) (Pearson et al., 2006). Mandatory vaccination policies result in HCP influenza vaccination uptake rates substantially higher than opt-in influenza vaccination campaigns (90% vs. 60%). Therefore, influenza vaccination should be mandatory for HCP in order to best prevent influenza infection in healthcare settings. Many HCP cite individual objections to influenza vaccination rooted in personal doubts and ethical concerns, not best available scientific evidence. Nevertheless, HCP ethical responsibility to their patients and work environments to prevent and lower influenza infection incidence overrules such individual objections. Additionally, mandatory HCP influenza vaccination policies respect HCP autonomy via including medical and religious exemption clauses. While vaccination as a prevention method for influenza is logically sound, individuals’ actions are not always rooted in logic. Therefore, I analyze HCP perceptions and actions toward influenza vaccination in an effort to better explain low HCP uptake rates of the influenza vaccine and individual objections to influenza vaccination. Such analysis can aid in gaining HCP trust when implementing mandatory HCP influenza vaccination policies. In summary, mandatory HCP influenza vaccination policies are ethically justified, effective, scientifically-supported method of maximizing HCP influenza vaccine uptake and minimizing the spread of the influenza virus within healthcare settlings.

According to my 2016 survey of ASU undergraduate students, 33% have used stimulant medications (e.g. Adderall or Ritalin) without a prescription to study. I view this practice as a step towards cognitive enhancement, which is the deliberate application of biotechnology to radically alter the human condition. From a foresight perspective, the ability to actively improve human beings, to take our evolutionary destiny into our own hands, may be a turning point on par with agriculture or the use of fossil fuels. The existential risks, however, may be greater than the benefits—and many of the most radical technologies have made little documented progress.

I turn to an actual example where people are trying to make themselves marginally better at academic tasks, as a guide to how future transformative development in human enhancement may be incorporated into everyday practice. This project examines the history and context that led to the widespread use of stimulant medication on college campuses. I describe how Attention Deficit Hyperactivity Disorder (ADHD), for which stimulant medication is prescribed and diverted, governs students, negotiates relationships between parents and school authorities, and manages anxieties resulting from a competitive neoliberal educational system. I extend this archeology of ADHD through the actions and ethical beliefs of college students, and the bioethical arguments for and against human enhancement. Through this work, I open a new space for an expanded role for universities as institutions capable of creating experimental communities supporting ethical cognitive enhancement.

ABSTRACT Deciding what to eat can be difficult. There are multiple different diets which are popular today, and all of them say different things about which foods optimize health, and which foods are destructive. The situation become more complicated when the suggestions are all purportedly based on relevant science, and all have had demonstrated positive impacts on overall wellbeing. Even when we do have good information, financial factors, geography, and time constraints can prevent us from acting on it. In an attempt to portray the difficulties involved in eating well, I start by analyzing what each of six diets - The Paleo Diet, The Perfect Health Diet, the vegetarian diet, the vegan diet, the Mediterranean Diet, and the Traditional Asian Diet - says about what we should be eating. I then explore what the science says about what we should be eating, and whether this science lines up with the diets, by discussing an extensive review of books and literature on nutrition. Lastly, in order to gain an understanding of factors which discourage us from eating well, I tracked my consumption habits for a week using My Fitness Tracker, and noted any reasons that I chose to eat or not eat certain foods. I supplemented this with a discussion of the shortcomings of the Healthy, Hunger-Free Kids Act, and the types of factors that prevent people from acting on information. In conclusion, diets should be praised for attempting to align American eating habits with the best scientific information, but the vast amount of information and the difficulty involved in eating well may ultimately prevent people from doing so.

A dental exam in twenty-first century America generally includes the taking of radiographs, which are x-ray images of the mouth. These images allow dentists to see structures below the gum line and within the teeth. Having a patient's radiographs on file has become a dental standard of care in many states, but x-rays were only discovered a little over 100 years ago. This research analyzes how and why the x-ray image has become a ubiquitous tool in the dental field. Primary literature written by dentists and scientists of the time shows that the x-ray was established in dentistry by the 1950s. Therefore, this thesis tracks the changes in x-ray technological developments, the spread of information and related safety concerns between 1890 and 1955. X-ray technology went from being an accidental discovery to a device commonly purchased by dentists. X-ray information started out in the form of the anecdotes of individuals and led to the formation of large professional groups. Safety concerns of only a few people later became an important facet of new devices. These three major shifts are described by looking at those who prompted the changes; they fall into the categories of people, technological artifacts and institutions. The x-ray became integrated into dentistry as a product of the work of people such as C. Edmund Kells, a proponent of dental x-rays, technological improvements including faster film speed, and the influence of institutions such as Victor X-Ray Company and the American Dental Association. These changes that resulted established a strong foundation of x-ray technology in dentistry. From there, the dental x-ray developed to its modern form.

Despite the minor differences in the inclusiveness of the word, there is a general assumption among the scientific community that the 'pursuit of knowledge' is the most fundamental element in defining the word 'science'. However, a closer examination of how science is being conducted in modern-day South Korea reveals a value system starkly different from the value of knowledge. By analyzing the political discourse of the South Korean policymakers, mass media, and government documents, this study examines the definition of science in South Korea. The analysis revealed that the Korean science, informed by the cultural, historical, and societal contexts, is largely focused on the values of national economic prosperity, international competitiveness, and international reputation of the country, overshadowing other values like the pursuit of knowledge or even individual rights. The identification of the new value system in South Korean science deviating from the traditional definition of science implies that there must be other definitions of science that also deviates, and that even in the Western world, the definition of science may yield similar deviations upon closer examination. The compatibility of the South Korean brand of science to the international scientific community also implies that a categorical quality is encompassing these different contextual definitions of science.
