From a criminological life-course and developmental perspective, military service acts as a positive life event for most individuals. For others, it can serve as a catalyst for maladaptive life-course outcomes, including criminal justice system involvement. However, despite the well-documented negative risks of military service on veteran life-course outcomes and the increased prevalence of veterans in the justice system, relatively little inquiry exists that investigates first-hand accounts of the life-course experiences of veterans enmeshed within the criminal justice system. This dissertation begins to fill this gap by exploring the life-course experiences of justice-involved veterans in three separate, yet interconnected ways: (1) trajectories of deviance across the life-course and the impact of military service on deviance (Chapter 2); (2) the relationships between military service, mental health, and negative life-course outcomes (Chapter 3); and (3) the daily experiences of justice-involved veterans, including who they spend time with, what they spend time doing, and how these factors impact emotion (Chapter 4). This work is one of the few to utilize qualitative inquiry to better understand the relationship between military service and trajectories of deviance for justice-involved veterans, and is the first to use ecological momentary assessment (EMA) methodology to examine the daily experiences of justice-involved veterans. Findings suggest that the role of military service as a turning point is nuanced, and for many the military directly impacted both deviance and mental health outcomes. Further, emotionality of these veterans is quite variant over time, while social togetherness and engagement in activity show to be impactful on emotional well-being. Overall, this dissertation expands the understanding of the role of military service in the life-course, and provides an in-depth look into the daily and life-course experiences of justice-involved veterans, ultimately giving voice to the veterans themselves to articulate their own experiences and needs.

Police use of excessive force is under constant scrutiny. Recent high-profile killings of unarmed Black individuals have bolstered calls for reform regarding police use of force. De-escalation has been recommended as a solution to help police reduce their use of force and help repair community relations. However, there is much that we still do not know about de-escalation: What is it exactly? What are de-escalation tactics? Which are considered the most effective? By examining a group of peer-nominated top de-escalators in the Tempe (AZ) Police Department, this dissertation serves to uncover the black box of de-escalation. This in-depth case study of top de-escalators is presented in three parts. Part 1 utilized data from an officer perception survey (N=101). The perceptions of the officers were categorized into three groups: 1) the importance of de-escalation tactics, 2) the frequency of these de-escalation tactics, and 3) the perceptions of de-escalation training. The results in Part 1 highlight which tactics top de-escalators view as most important and which tactics they report using more frequently. Additionally, differences between the top de-escalators and their peers were examined. In Part 2, the author utilized data via systematic social observation of body-worn camera footage (N=228 coded interactions). The behaviors of the officers were categorized into three groups: 1) objectively observable de-escalation tactics, 2) “to-do’s” tactics, and 3) “do not’s” tactics. This phase of the study examined what de-escalation tactics top de-escalators were observed using most frequently (or least) and how they differed from their peers. In Part 3, the author utilized data from a social network question that was administered alongside the officer perception survey (N=64). This phase of the research examined if top de-escalators were perceived as more influential than their peers regarding de-escalation. The empirical, methodological, theoretical, and practical implications of these findings are also discussed.

Whether through scaring incarcerated people straight or encouraging rehabilitation through treatment, most people hope that, one way or another, incarceration will alter an individual’s path towards a better life. Current forms of incarceration are not achieving this goal and instead inflict undue amounts of pain (Crewe, 2011; Sykes 1958). In times of deprivation and isolation, some people have found ways to not only persevere, but to thrive. Though these individuals are not commonly the focus of criminal justice literature, there is much value in shifting attention to people thriving in prison including the opportunity to gain knowledge on the multi-faceted nature of well-being broadly and the rehabilitation of incarcerated people more specifically. The current study uses structured interview data from 386 men serving time in a medium-security prison unit to explore the correlates of life satisfaction among people in prison. To identify contributing factors to well-being during incarceration, logistic and multinomial regressions analyze variation in the life satisfaction scores of these incarcerated men. The results from these analyses suggest that perceptions of life meaning, generativity, flourishing, and age are all positively associated with thriving in prison and frequency of experiences with incarceration are not related, positively or negatively, to life satisfaction. This study provides some support to current well-being literature and also introduces complexities to the existing knowledge regarding the relationships between demographics such as race or relationship status, and well-being.

Abstract   The following research addresses some of the contemporary problems that individuals experiencing homelessness face; specifically, investigating the decision to forgo shelter services and spend nights in places unfit for human inhabitation, a phenomenon known as sleeping rough. The paper begins with a broad look at the historical roots of homelessness, urbanization and the failure of mental health services, before exploring past attempts at answering the research question, why do the homeless choose to sleep rough? Several seminal studies, most of which were performed in large New York City shelters, gave context to the dangers present within shelters, but, due to both their location and methodologies, failed to capture the nuances of decision making for individuals experiencing homelessness. In order to expand the literature’s understanding of homelessness and the decision to forgo shelters, I conducted 23 in-depth interviews with various individuals embedded in the homeless culture in Phoenix, Arizona, including those experiencing homelessness, shelter employees, service providers, and the police squad designated to work the shelter beat. This thesis also provides information about the unique circumstances of Phoenix shelter services, the majority of which are housed on the Human Services Campus, a cluster of services specialized for homeless outreach. To supplement the information gathered through in-depth interviews, I analyzed crime maps of the Human Services Campus. This information, coupled with the in-depth interviews, helps explain that the homeless avoid the shelter services for a variety of reasons. These include concerns for safety, freedom, and personal property, as well as a longing to maintain dignity and avoid confrontation with shelter staff and security. Mental health and substance abuse implications are also discussed.

Community-based policing and proactive policing are at the forefront of America’s efforts to improve policing. Research shows that data-driven policing, such as focusing efforts on crime hot spots, reduces crime not only in a certain area but in the overall community as well. However, each department may implement data-driven policing differently depending on the unique features of the department. To examine this, interviews and observations were conducted of the Arizona State University Police Department and the Scottsdale Police Department. The results suggest that university police and municipality police have different methods, strategies, and information flow when recognizing and responding to hot spots. On this basis, police departments should develop a plan tailored to their community. Further research is needed to determine how police departments can respond to hot spots using specific community traits.

Scholars have extensively researched citizens’ preferences regarding the actions, language, and demeanors displayed by officers during citizen-police interactions. Specifically, there are a multitude of factors that can influence a citizens’ perception of such interactions as either satisfactory or unsatisfactory. What appears to be missing from the literature, however, is police officers’ understanding of citizens’ preferences for regarding factors. In other words, it is unclear if and how officers are actively attempting to interact with victims and witnesses based on actual citizen preferences or if officers do not consider these preferences during citizen interactions. This gap has important implications for officer training on citizen’s preferences due to the influence such interactions can have on citizens, specifically citizens’ physical and psychological well-being, as well as citizens’ perceptions of - and reaction to - the criminal justice system. This project examines original data collection of citizen and officer surveys regarding officers’ actions, language, and demeanors. Additionally, observations during ride-alongs are presented to expand on the current literature regarding citizen preferences during interactions with the police and to assess officers’ understanding and application of this knowledge. Results indicate that, while officers seem to understand what actions, language, and demeanors will increase citizen satisfaction, officers may believe that there exist situational factors that are more important in affecting citizen satisfaction with officers. Observations revealed that the vast majority of citizen-police interactions were positive and productive. Even so, results from the surveys and observations point to several important policy implications for improvement between officers and citizens.

People who participate in correctional treatment programming are viewed as making positive steps towards their reentry into society. However, this is often assessed through a simple “yes” or “no” response to whether they are currently participating without much emphasis on how, why, or to what degree that participation is meaningful for reentry preparedness. The present study aims to a) identify to what extent there is variation in the degree to which women participate in programming and are prepared for reentry, b) identify the characteristics that distinguish highly-involved programmers from less involved programmers, c) identify the characteristics that distinguish women who are highly-prepared for reentry from women who are less prepared, and d) assess whether levels of involvement in programming relates to levels of reentry preparedness. The sample comes from interviewer-proctored surveys of 200 incarcerated women in Arizona. Two indices were created: one for the primary independent variable of program involvement and one for the dependent variable of reentry preparedness. Logistic and multivariate regressions were run to determine the indices’ relatedness to each other and the characteristic variables. The two indices did not have a statistically significant relationship with each other. However, variation across them is found. This indicates that programmers may not be a homogenous group and that they may engage with programming to varying degrees based on a multitude of indicators.

However, a population that is often forgotten about is students who have been incarcerated. Students who have a history of incarceration may face unique challenges to completing their education. Proposed here is a training, called Pathways to Second Opportunities, that shares knowledge and resources with faculty and staff to help facilitate success of these students.

The research problem in this project is how are police officer routines influenced by training on procedural justice and building legitimacy? This thesis analyzes the differences in activities of trained vs. non-trained officers and makes conclusions about the utility of such training methods. Written activity logs used by police officers during a hot spots policing project were transferred to a database and coded for the types of activities officers were taking part in. The data revealed that police officers trained in legitimacy and procedural justice emphasize different principles in their activities from untrained officers, and even within the trained group there were differences observed. Based off these findings, recommendations for moving forward with this training include emphasizing the principles the department would like to see them enforce and making clearer objectives part of the training.

Prison dog training programs, which emerged in the 1980s, have been gaining popularity at both a national and international level. The programs allow inmates to train dogs as service animals for veterans and first responders. After reading several different research projects that examined the impact of dog training programs in prison, the majority of them show that there are a lot of benefits and a few challenges. The beneficial impact was examined both with an in-person walkthrough of a prison with the program and through a series of interviews conducted for the purposes of this study. Interviews were conducted with Sister Pauline Quinn, the founder of prison dog training programs; Patricia Barnhart, who previously managed a dog training program at a Florida prison; the director at New Life K9s, Nicole Hern, and all the inmates in the New Life K9s prison program at the Men’s Colony prison in California. Bringing dogs into prisons has created a change in inmate behavior, staff behavior, and a safer, calmer environment for those within the prison. Calming the prison environment allows inmates to develop skills they can take with them when they leave prison, which in turn will help reduce recidivism. The research suggests that starting a dog training program in the state of Arizona could significantly benefit the state prison system, community and everyone involved.
