Plastic is a valuable part of the consumer economy, but it creates negative environmental externalities throughout its lifecycle. To reduce these effects, a sustainable circular economy is needed, where more plastic is diverted from landfill or environmental sinks through reduction, reuse, recycling, or composting, while addressing social needs. Although many different stakeholders (industry, academia, policymakers) are calling for a sustainable circular economy for plastics, globally, less than 20% of plastic is recycled with no data on reduction and reuse. In this dissertation, a mixed methods approach is used to suggest how organizations related to the plastic industry can implement a sustainable circular economy. The first chapter identifies how firms across the plastic value chain can innovate to adopt a sustainable circular flow. A systematic review reveals over 300 examples, which are used to create a material flow typology. Findings summarize five critical points of innovation and indicate that innovation adoption is low. More concerted efforts are needed to improve innovation adoption and there is a need to shift innovation focus from resource efficiency to sustainability. The second chapters studies U.S. plastic recyclers’ price signals to generate evidence for favorable recycling policies. A hedonic analysis reveals recyclers preferences for recyclability – plastic properties that enable recycling. Results suggest that adequate recycling infrastructure and absence of virgin plastic can play an important role in facilitating more recycling. In the third paper, the role of governments as consumers is studied. As the largest consumers in a market, governments can signal a large demand for circular products and services, however public administration literature has paid limited attention to it. A theoretical framework is created to fill the knowledge gap and suggest how governments can use sustainable public procurement for a circular economy. A systematic literature review of the top ten public administration journals over 32 years reveals critical knowledge gaps and the potential for important sustainable public procurement research

Out of all fifty states, Arizona boasts the greatest number of sunny days, which comes as no surprise to its residents. According to a CDC data report, Arizona has an average of nearly 286 total days of sun exposure. This sheer amount of sunlight could lead to the assumption that Arizona is also leading the way in harvesting this solar energy, but that isn’t the case. According to the S.E.I.A (Solar Energies Industries Association), Arizona is the fifth largest solar producer, while California comes in first by a significant lead. What happened in the history of California that caused this disparity in solar production that we see today and should Arizona follow in its footsteps? In this video essay, I consider the historical impact that climate change has had on California that directly led them to adopt environmental policies, such as wildfires, droughts, smog, and sea-level rise. These events threaten California specifically, due to its uniquely high population, geography, and climate, and they will continue to get worse as climate change subsists. Due to the persistent threat that they face, California was forced to pass environmental regulations that ultimately ended up developing them into a leader in environmental protectionism. Arizona, while also facing droughts, high heat, and poor air quality, has had its environmental progress greatly hindered by a lack of cohesive action at the State level. Based on information from the U.S Energy Information Agency, over the past 30 years, Arizona has been one of, if not the highest, carbon-dioxide emitters in the West. For a time there was some political response to this fact, but eventually, its momentum was halted in favor of economic challenges and continually stunted by mixed agendas, which polarized Arizona parties even more and left city governments to deal with climate change on their own. With solar being the cheapest means of clean energy production, it seems unavoidable that it will develop eventually. Solar becoming a topic of such polarization in Arizona makes it much more challenging, as it can only progress with bipartisan support, but climate change is inevitable so discourse has to be the first step towards meaningful change.

Women’s contributions to agriculture are an essential factor in achieving food security in developing countries. In rice production, women’s involvement is usually limited to their labor participation. Differences in gender roles within the household hinder women from accessing productive resources and services compared to their male counterparts, leading to a gender gap in rice productivity. With the steady growth of rice productivity experienced in eastern India, it is essential to reduce the gender gap by providing women equal access to resources. However, there is little information on how the gender gap can be addressed between married couples in a patriarchal family structure like India. This dissertation analyzes the potential impact on rice productivity and input use when the spouse (wife) in the household has given access to resources (e.g., rice variety and credit). The first chapter analyzes the impact of a married couple’s decision-making strategy in choosing rice varieties on rice productivity and input use using an endogenous switching regression. The second chapter estimates the effect of access to financial services on technical efficiency using a stochastic production frontier framework. The last chapter evaluates how joint decision-making strategy influences the inverse relationship between farm size and rice productivity following a yield approach and quantile regression. The findings show that joint decision-making strategy choice leads to a higher rice yield and fertilizer usage while lower labor requirements. Regarding spouse access to financial resources, results show a significant difference in technological and managerial gaps. However, that households with access have a lower predicted rice yield than households without access. The last chapter shows that joint decision-making in the family still left the inverse relationship unchanged in examining the inverse relationship. The dissertation provides two significant implications. First, results provide evidence of gender-differentiated preferences for rice variety within the household that can affect rice productivity and input use. Second, the spouse’s access to credit does not necessarily lead to an increase in rice productivity. Thus, determining the primary purpose of why households avail financial services would be essential in analyzing its impact on productivity to avoid misleading results.

Payments for ecosystem services (PES) are transactions between landholders and the beneficiaries of the services their land provides. PES schemes are growing worldwide with annual transactions over ten billion dollars (Salzman et al., 2018). Much can be learned from looking at oldest and best funded PES schemes on working agricultural land. Initiated in 1985, the USDA’s Conservation Reserve Program (CRP) is the oldest private conservation PES program in the United States. CRP incentivizes farmers to put their land into conservation through an annual payment. In Iowa, CRP has been a source of extra income and a way for farmers to buffer the fluctuating costs of cash crops, such as corn and soy. The dominance of agriculture in Iowa poses many challenges for water quality. A potential solution to the problem, implemented through CRP, is the use of conservation practices to mitigate the negative effects of agricultural run-off.

This dissertation considers three aspects of the problem:

1. the relationship between changes in land cover due to CRP enrollment and changes in water quality, controlling for a range of factors known to have an effect on the filtering role of different land covers;

2. the inter-annual variability in water quality measures and enrollment in different CRP conservation practices to examine the cost-effectiveness of specific conservation practices in mitigating lake sedimentation and eutrophication;

3. discrete choice models to identify what characteristics drive the enrollment by farmers into specific conservation practices.

Results indicate that land cover and CRP have different impacts on different indicators of lake water quality. In addition, conservation practices that were cost-effective for one water quality variable tended to be cost-effective for the other water quality variables. Farmers are making decisions to enroll in CRP based on the opportunity cost of the land. Therefore, it is necessary to alter financial incentives to promote productive land being putting into CRP through continuous sign-up. The United States Department of Agriculture (USDA) needs a more effective way to calculate the payment level for practices in order to be competitive with the predicted value of major crops.

Three demand systems were estimated to examine demand sensitivity and welfare changes for each commodity under study. In the first essay, a Quadratic Almost Ideal Demand System (QUAIDS) was used to examine the effect of the Fukushima Daichi nuclear disaster on the demand for imported pelagic fish in the domestic Japanese market. The effect of the Fukushima Daichi nuclear disaster was measured using changes in demand after the disaster as well as measures of changes in social welfare changes caused by the disaster. A significant effect of the disaster on demand sensitivity measures was found, but no significant changes in welfare. In the second essay, a differential demand system examined the effect of exchange rate fluctuations on the demand for fresh tomatoes in the U.S. Market. It was found that the U.S. Dollar-Mexican Peso exchange rate had a significant positive effect on the demand for Mexican fresh tomatoes. In the third essay, a Hurdle Negative Binomial demand system was estimated for recreational trips to the Boundary Waters Canoe Area Wilderness. This model was estimated using Bayesian methods to obtain parameter estimates that could not be obtained by maximum likelihood. The parameters were used to calculate recreational welfare measures for trips to seventy-two entry points.

Reliable estimates of the impacts and costs of biological invasions are critical to developing credible management, trade and regulatory policies. Worldwide, forests and urban trees provide important ecosystem services as well as economic and social benefits, but are threatened by non-native insects. More than 450 non-native forest insects are established in the United States but estimates of broad-scale economic impacts associated with these species are largely unavailable. We developed a novel modeling approach that maximizes the use of available data, accounts for multiple sources of uncertainty, and provides cost estimates for three major feeding guilds of non-native forest insects. For each guild, we calculated the economic damages for five cost categories and we estimated the probability of future introductions of damaging pests. We found that costs are largely borne by homeowners and municipal governments. Wood- and phloem-boring insects are anticipated to cause the largest economic impacts by annually inducing nearly $1.7 billion in local government expenditures and approximately $830 million in lost residential property values. Given observations of new species, there is a 32% chance that another highly destructive borer species will invade the U.S. in the next 10 years. Our damage estimates provide a crucial but previously missing component of cost-benefit analyses to evaluate policies and management options intended to reduce species introductions. The modeling approach we developed is highly flexible and could be similarly employed to estimate damages in other countries or natural resource sectors.
