ABSTRACT

The current Saudi Arabian (SA) procurement system leads to many losses in money and benefits in projects. Also, the use of the traditional procurement system in SA has been identified as one of the causes for poor performance in the delivery of construction and the major risk to the SA government. A questionnaire has been developed and carefully designed based on literature review. The purpose of the survey was to identify the validity of the recent claims that the procurement system in SA is broken and to improve the current SA procurement system. The questionnaire was sent out to 1,396 participants including included 867 engineers, 256 consultants, 93 contractors, 35 owners and 132 architects and 13 academics.

All participants have been registered and licensed professionals at the SA Council for professional engineers, who work in both private and public sectors. The participants are interested in the SA procurement and contracts system with experience ranging from one to more than twenty-five years with the majority of twenty-five years of experience in common construction sectors such as; residential and commercial buildings, healthcare buildings, industrial building and heavy civil construction.

Most of the participants from both private and public sectors agreed with the survey questions subject matter regarding: zone price proposals, contractors' evaluation, risks, planning, projects' scope, owners concern and weekly risks reports (WRR). The survey results showed that the procurement system is the major risk to projects, affects construction projects negatively and is in need of improvement.

Based on the survey and literature review, a model, called Saudi government performance procurement model (SGPPM), has been developed in which the most expert contractor is chosen through four phases: submittals& education, vendors selection, illustration and execution. The resulting model is easy to implement by SA government and does not require special skills or backgrounds.

The objective of the study was to examine the impact construction document deficiencies have on heavy/civil low-bid infrastructure projects. It encompasses the expertise of 202 heavy/civil construction professionals comprised of contactors and public project owners. The study was designed to determine the frequency and timing of when a contractor discovers construction document deficiencies on heavy/civil low bid projects. The information was correlated with further study data of when a contractor ultimately reports the discovered construction document deficiencies to the public project owner. This research data was compiled and analyzed to determine if contractors are withholding construction document deficiencies from public owners until after the project contract has been executed. The withholding of document deficiencies can benefit contractors by resulting in additional owner incurred costs and potential justification for project time extensions. As a result, further research was required to examine the impact construction document deficiencies have on project cost and schedule. Based on the study findings, it has led to the development of a Contractor Document Review Assessment. The Contractor Document Review Assessment is a risk mitigation device in which contractors and public project owners can identify construction document deficiencies on heavy/civil low-bid construction projects before the project contract has been executed.

The workforce demographics in the United States are rapidly changing. According to census information, 35% of working adults are project to retire within the next 20 years. The construction is being particularly affected by this demographic shift as fewer employees are entering into the industry. This shift is especially bad among project professionals within the industry. The response to these changing demographics depends on how companies manage their talent and plan for successions. In order to investigate this workforce problem in the construction industry, the author has partnered with an expert panel of human resource executives from various companies in the construction industry. This research seeks to investigate methods in which construction companies can identify high potential project leaders early on in their careers through quantitative methodologies. The author first validated the research problem by gathering demographic data from six U.S. construction companies varying in size and industry expertise. As a result of analyzing information from 2,294 construction employees in the project management career path, the authors have found that 58% of these individuals are projected to retire within the next 12 years. The author also conducted a detailed literature review and six company interviews to investigate current succession planning practices in the industry. The results show that very few companies have contingency plans for early to mid-level employees. Lastly, the author conducted 76 employee psychological evaluations to measure personality and behavior traits. These traits were then compared to supervisory performance reviews of these employees. The results of this comparison suggest that high potential employees tend to showcase previous leadership experience and also tend to be more outspoken and are also able to separate their emotional bias from business decisions. Using these findings, the author provides an interview tool that employers can use to expand their talent pool in order to identify high potential candidates that may have been previously overlooked. The author recommends additional research in further developing the use of quantitative tools to evaluate early-career employees in order to more efficiently align resources within the shrinking talent pool.

The purpose of this paper is to present a case study on the application of the Lean Six Sigma (LSS) quality improvement methodology and tools to study the analysis and improvement of facilities management (FM) services at a healthcare organization. Research literature was reviewed concerning whether or not LSS has been applied in healthcare-based FM, but no such studies have been published. This paper aims to address the lack of an applicable methodology for LSS intervention within the context of healthcare-based FM. The Define, Measure, Analyze, Improve, and Control (DMAIC) framework was followed to test the hypothesis that LSS can improve the service provided by an FM department responsible for the maintenance and repair of furniture and finishes at a large healthcare organization in the southwest United States of America. Quality improvement curricula and resources offered by the case study organization equipped the FM department to apply LSS over the course of a five-month period. Qualitative data were gathered from pre- and post-intervention surveys while quantitative data were gathered with the Organization’s computerized maintenance management system (CMMS) software. Overall, LSS application proved to be useful for the intended purpose. The author proposes that application of LSS by other FM departments to improve their services could also be successful, which is noteworthy and deserving of continued research.

Research has shown roofing systems with high solar reflectance and thermal emissivity lead to less heat absorption, a consequential reduction in cooling load demand, and a resultant reduction on energy expenditure. Studies on energy savings from cool roof coatings have been conducted for decades and when compared to more traditional roofing systems have demonstrated energy savings ranging from 2-40%, with average savings estimated at 20%. The 20% average is widely used by cool roof industry professionals, designers, and contractors to market and sell the technology in the commercial sector to owners and owner representatives researching new roofs. While the 20% energy savings is a documented average, unfortunately there is no average roof. Each roof is unique considering size, materials, and location to name a few. In addition, the ability of the cool roof to maintain the original solar reflectance is integral to realizing energy savings. The case study calculated project payback for a 20-year cool roof design using both 30% and 20% estimated annual energy savings. In addition, building material specifications and solar reflectance attenuation in respect to reductions in cooling energy were projected into the payback calculations. Lastly, the cost impact of cleaning maintenance was added to the calculations to provide an analysis on affect to anticipated payback schedules. The results showed cleaning costs only added 1 year to project paybacks and saved over 262,244 kWh over 20 years.

Entering a new market in the construction industry is a complex task. Although many contractors have experienced the benefits of expanding their market offerings, many more have had unsuccessful experiences causing hardship for the entire organization. Standardized decision-making processes can help to increase the likelihood of success, but few specialty contractors have taken the time to develop a formal procedure. According to this research, only 6 percent of survey respondents and 7 percent of case study participants from the sheet metal industry have a formal decision process. Five sources of data (existing literature, industry survey, semi-structured interviews, factor prioritization workshops, and expert panel discussions) are consulted to understand the current market entry decision-making practices and needs of the sheet metal industry. The data help to accomplish three study objectives: (1) determine the current processes and best practices used for market entry decision-making in the sheet metal industry, (2) identify motivations leading to market entry by sheet metal contractors, and (3) develop a standardized decision process that improves market entry decision outcomes. Grounded in a firm understanding of industry practices, a three-phased decision-making framework is created to provide a structured approach to guide contractors to an informed decision. Four industry leaders with over 175 years of experience in construction reviewed and applied every step of the framework to ensure it is practical and easy to use for contractors.

A roofing manufacturer wants to differentiate themselves from other roofing manufacturers based on performance information. However, construction industry has revealed poor performance documentation in the last couple of decades. With no current developed performance measurement model in the industry, two roofing manufacturers approached the research group to implement a warranty program that measures the performance information of their systems and applicators. Moreover, the success of any project in the construction industry heavily relies upon the capability of the contractor(s) executing the project. Low-performing contractors are correlated with increased cost and delayed schedules, resulting in end-user dissatisfaction with the final product. Hence, the identification and differentiation of the high performing contractors from their competitors is also crucial. The purpose of this study is to identify and describe a new model for measuring manufacturer performance and differentiating contractor performance and capability for two roofing manufacturers (Manufacturer 1 and Manufacturer 2) in the roofing industry. The research uses multiple years of project data and customer satisfaction data collected for two roofing manufacturers for over 1,000 roofing contractors. The performance and end-user satisfaction was obtained for over 7,000 manufacturers' projects and each contractor associated with that project for cost, schedule, and quality metrics. The measurement process was successfully able to provide a performance measurement for the manufacturer based on the customer satisfaction and able to identify low performing contractors. This study presents the research method, the developed measurement model, and proposes a new performance measurement process that entities in the construction industry can use to measure performance.

The objective of this dissertation is to identify a recommended balance between

leadership and management activities of a project manager who aims to rehabilitate a distressed construction project.

The data for this research was collected from 338 construction project professionals belonging to fifteen large construction companies who participated in leadership seminars originated by professors from Arizona State University. The seminars contained various leadership games and exercises that were designed specifically to collect data about leadership and management actions taken by the project managers.

The data from one of the games, called “Project from Hell” (PFH), was used in this research. The PFH game presents the participants with a set of fifty-two actions cards written on a deck of game cards and asks them to select the ten action cards they perceive as being most effective for turning a troubled construction project around. Each suit of the deck represents a different category of actions, focusing on either Traditional Leadership (Hearts), Best Value Leadership (Diamonds), Traditional Management (Spades), or Micro- Management (Clubs).

Statistical analysis of the results revealed that only sixteen of the fifty-two actions cards were selected with statistically significant consistency. Of these sixteen actions, six actions were form Traditional Management actions, five were Traditional Leadership actions, and five were Best Value Leadership actions. This rendered a recommended balance of 62% leadership activities vs. 38% management activities for project managers to rehabilitate distressed construction projects. It was also found that the same balance is recommended for the normal condition construction projects. The calculated weighted

scores for ranking the sixteen effective leadership and management actions revealed that the five Traditional Management actions are the top-most effective actions. This demonstrates the importance of stand still management actions in rehabilitating in trouble construction projects

The findings were converted into easy to implement guidelines about how project managers can change habits to increase their effectiveness by focusing on the right type of actions.

A generalization of the methodology for interpreting the results of any study based on selection of activities, was also developed.
