In 2002 Eric Davidson and his research team published 'A Genomic Regulatory Network for Development' in Science. The authors present the first experimental verification and systemic description of a gene regulatory network. This publication represents the culmination of greater than thirty years of work on gene regulation that began in 1969 with 'A Gene Regulatory Network for Development: A Theory' by Roy Britten and Davidson. The modeling of a large number of interactions in a gene network had not been achieved before. Furthermore, this model revealed behaviors of the gene networks that could only be observed at the levels of biological organization above that of the gene.

City of Charleston (2001) established that public hospitals couldn't legally drug test pregnant women without their consent when those women sought prenatal care at those hospitals. The court held that such searches violated the pregnant women's protections under the Fourth Amendment to the US Constitution. The decisions also indicated those circumstances that qualified as special needs exceptions to the Fourth Amendment, and it highlighted the extent to which pregnant women are sovereign individuals in the eyes of the Court. Ferguson v. City of Charleston brought public attention to women's reproductive rights and to fetal rights.

David Wildt is an animal reproductive biologist who directs the Conservation Biology Institute in Fort Royal, Virginia. In 1986, Wildt argued that artificial reproductive technologies should only be used for species conservation efforts if standard techniques to aid natural reproduction are not effective. Between 1986 and 2001, Wildt revised his views and values primarily in relation to two things: which methods captive breeding programs ought to use, and how reproductive scientists ought to contribute to the larger work of conservation. His arguments became institutionalized in varying species conservation organizations such as the Smithsonian National Zoological Park in Washington, DC, the International Union for Conservation of Nature's Captive Breeding Specialist Group, and the United States Fish and Wildlife Service, headquartered in Washington, DC.

Britten worked at the Carnegie Institute of Washington in Washington, D.C., while Davidson worked at the California Institute of Technology in Pasadena, California. Their paper was an early theoretical and mechanistic description of gene regulation in higher organisms.

In this dissertation, I study large-scale civic conversations where technology extends the range of “discourse visibility” beyond what human eyes and ears can meaningfully process without technical assistance. Analyzing government documents on digital innovation in government, emerging data activism practices, and large-scale civic conversations on social media, I advance a rhetoric for productively listening to democratic discourse as it is practiced in 2016. I propose practical strategies for how various governments—from the local to the United Nations international climate talks—might appropriately use technical interventions to assist civic dialogues and make civic decisions. Acknowledging that we must not lose the value that comes from face-to-face civic deliberation, I suggest practical pathways for how and when to use technology to increase democratic engagement from all stakeholders.
