ABSTRACT

School discipline practices have traditionally been reactive and punitive in nature. Students violating a school district’s code of conduct were often met with exclusionary discipline policies such as out-of-school suspensions, long-term suspensions, and expulsions. Districts attempted to resolve these practices by creating alternative education schools to house students with high numbers of office discipline referrals, rather than have them withdrawn from school. This practice has created in some instances, a school-to-prison pipeline. In this study, for 2015-2016, there were 22 students previously enrolled in the district’s alternative education school, Spirit Academy ranging in third through eighth grades. The students were then transferred back to their home schools with supports via student behavior specialists, student behavior interventionists, and a research-based data tracking tool, Check In/Check Out, to determine the level of the model’s effectiveness. The six students out of the 22 were selected for this case study analysis because of the fidelity of the data collection at their school sites. Another factor was to include a broad cross-section of students rather than focus solely on a selected grade-level. The study showed three students who successfully passed Check In/Check Out due to higher scores in all three of their skills, while two students showed the exact opposite. Office discipline referrals (ODRs) also indicated mixed results as three students increased their number of ODRs and three showed decreases. Report cards were also mixed as only two of the students showed higher percentages in reading. For math, one student showed an increase. Finally, the school climate survey data was mixed as to meeting the district benchmark at two of the schools studied; one of the schools had lower-than-desired scores. The implications of this study showed that punitive measures were not necessarily the best for students. If suspensions, long-term suspensions, expulsions, or alternative education schools worked, then we would see less students being referred to these extreme measures of discipline. In fact, more students are being referred for punishment.

Healthy eating promotes the optimal growth and development of children and can help reduce the risk of developing many health-related problems such as obesity and diabetes in both children and adults. Low-income, minority children disproportionately suffer from several chronic diseases when compared to middle to upper class non-Hispanic whites. The school is an environment in which children can learn about the importance of healthy eating by observing foods served, observing role models and interacting with a curriculum that emphasizes health and good nutrition. Parent involvement has been shown to play a role in improving health habits of children. Therefore, promoting nutrition education in the school by effectively improving parent involvement among minority parents is a promising approach.

The purpose of this action research was to examine the process of developing and evaluating a culturally sensitive, family-based nutrition newsletter for Latino parents of preschool children. The study aimed to: 1) identify challenges and explore education outreach and food-related issues facing preschool Latino families and 2) develop and evaluate a culturally sensitive, family-based nutrition education newsletter that promotes family engagement and healthy eating. The four phases of this research included: 1) a formative stage; 2) a development stage;3) an evaluation stage and 4) a sustainability stage. Descriptive statistics and thematic coding was used to analyze the data. Findings from parent and staff surveys indicated that newsletters and healthy recipes were the preferred methods of receiving food and nutrition-related information and the priority health issues for participants were diabetes and obesity. Based on the preferences of parents and staff, a family based nutrition newsletter was developed that was designed to encourage parents and children to work together while engaging with newsletter material. The newsletter was evaluated by parents and staff for content, format and effectiveness.

Overall, the newsletters were well received by parents and staff. The newsletter increased interest in nutrition, but participants wanted more information and wanted more fun activities for the children. The findings of this study indicated that the tailored approach to designing newsletters is not only feasible, but acceptable regarding the audience’s specific needs and preferences in this specific context and is a viable delivery method for nutrition education and sustainable nutrition education outreach for this Center. The development of culturally sensitive nutrition education materials that meet the needs of the specific intended audiences is discussed.

Due to variation that exists in providing Tier 2 reading intervention instruction, the purpose of the study was to identify processes and instructional strategies currently being utilized by K-2 teachers of the Gallup, New Mexico elementary schools. 17 teachers from 9 of the 10 elementary schools participated in the study. A survey instrument was designed and administered using Survey Monkey as the tool to collect the data on how teachers are implementing Tier 2 reading intervention instruction. Research Question 1 asked how teachers are currently implementing Tier 2 reading interventions as far as structure/processes, lesson planning, and collaboration. The highest percentages of teachers reported the following: one additional staff assisting grade level teachers, group sizes of 4-6 students, progress monitoring 6 or more times a year, using DIBELS scores for student placement, utilizing ability groups within the grade level with each having its own instructors, and instruction being provided 5 days a week for 30-35 minutes. Research Question 2 asked for teachers' opinions as to using available staff, instructions for benchmark students, and the amount and usefulness of meetings. A majority of teachers agreed to using all available staff, that accelerated learning opportunities are being provided to students performing at the benchmark level, and that meetings are occurring frequently and are useful. Research Question 3 inquired as to practices and processes teachers feel are effective as well as their recommendations for improving instruction and for professional development. Effective practices reported include: using phonics, decoding, and fluency; small group instruction; multi-sensory instruction or hands-on activities; Linda-Mood Bell programs; data analysis to group students; the Project Read program; word family/patterns; sight words; comprehension; materials and curriculum provided; and consistency with holding interventions daily. Though all reported feeling moderately to very confident in their ability to teach reading, they recommended that they learn more current, non-traditional strategies as well as receive more training in familiar approaches like ELL strategies, differentiated instruction, learning centers, and identifying reading difficulties. After a review of the data, the researcher recommends training teachers to conduct their own research to seek out strategies, programs, and resources; investing in and implementing an effective commercially produced Tier 2 program; and for teams to devote more time in developing, sharing, and revising lesson plans.

The statement that all children will learn, grow, and develop to realize their full potential referenced continuously by educators seems to have little impact on schools in numerous school districts across the country. The Early Childhood Education programs continue to dwindle down and are the first to be cut from the budget, such as the pre-school/Early Childhood programs in each school. Administrators and policymakers tend to focus on the latter years instead of the early childhood years which are from pre-natal to eight. There have been few research studies on early childhood education in regard to family unit activities. Research does say that parents who are active in their child’s learning and school activities are positively associated with learning and school outcomes. Many parents take matters into their own hands and have started to prepare their children for school readiness and are not leaving it to the school system. This topic is the focus of this research: How parents get involved and what kinds of activities they do with their children to prepare them for school life. Twenty-five questions with sub questions were compiled in a survey that was administered to a sample of parents in three schools in the Gallup McKinley County School District located in Gallup, New Mexico, a small community with a population of 21,678 and over 100 diverse cultures.

ABSTRACT

Past research has determined the glass ceiling is still unbroken and that few women hold top positions as administrators as opposed to men. Men continue to dominate women in occupations of superintendent and secondary principals of schools. Cultural beliefs and traditions set limitations for Navajo female administrators regarding the taboo of “women can’t lead” mentality. The research questions in this study addressed perceived obstacles and barriers facing Navajo female school administrators, the extent Navajo female administrators believe Navajo beliefs limit their career advancement, and if Navajo female administrators believe they encounter more obstacles than their male counterparts.

Data were collected from 30 Navajo female administrators in public and bureau-operated schools in New Mexico. The survey consisted of 21 questions in a Likert-scale format with restricted responses, accessed on a Survey Monkey website. Results of the survey indicated that the respondents generally believed their career choice and opportunities were supported. However, approximately a quarter of the respondents believed support and opportunities were limited. And the overall data suggest there is room for improvement in all areas. In spite of the negative views, the respondents believe other women should be encouraged to go into school administration.

The purpose of this study was to describe a new school model for Dine (Navajo) learners where Dine students will experience how to apply knowledge and skills personally, meaningfully, and socially relevant to life situations through the medium of Dine language and culture maintenance. This study explored a new way to perpetuate Dine (Navajo) culture and language through a model referred to as M.A.T.S. (Mathematics, Arts, Technology, Science, the renaming of STEM and STEAM). Oohoo’aah, Na’nitin Yee nooseel Xploria, which translates to a Center for Learning, acquiring knowledge and growing through a Navajo approach to exploration) is a public charter school serving students in grades K-3. As a public charter school ONYX is to serve all of Jeddito Community, with 98% ratio of students qualifying for free and reduced lunch. ONYX will employ dedicated educators and community members with excellent work ethics who are committed to closing the achievement gap, while promoting a creative outlook on the world around them. Students will leave ONYX School with skills in Navajo Language and Culture with a foundation in M.A.T.S. ONYX School’s educational program will be driven by a belief that all learning will be academically rigorous with a well-designed curriculum to students in becoming lifelong explorers of learning and productive members of society. This will allow ONYX to stay true to the mission to promote K’e (relationship in Navajo Culture), respect for self, others, and environment, most importantly to use natural/traditional scientific skills passed on through Navajo culture. In the learning environment, there will be constant and continuous communication among administrators, teachers, parents, and community leaders. This form of instruction is also transferable to learning how to read and write in Navajo. The program will allow for students to use hands on approach with inquiry based learning with a foundation in Navajo traditional/scientific approach to learning.

This study identified the influences and processes of the dissertation completers, currently enrolled students, and non-completers of four cohorts (59 participants) in the Ed.D. administration program. The research questions sought answers as to why some students completed their dissertations and why some did not, the processes in completing a dissertation, and what should be included in a doctoral guide for completing the dissertation. The participants of this study were Ed.D. administration doctoral students in the field of educational leadership from a southwestern university. The job titles of the participants ranged from teacher to superintendent. The participants started the three-year doctoral program in the years 2004, 2005, 2006, or 2007. They were between the ages of 24 and 63. Survey Monkey provided the opportunity to request answers to different questions depending on the dissertation status—enrollee, completer, or non-completer.

This study entailed interviewing seven doctoral completers, five enrollees, and four non

completers. The significance of this mixed method study was to compare influences and

processes to determine suggestions for a study guide that could be used by future doctoral students, chairs, programs, and universities to help students complete their dissertations and become successful graduates. Recommendations are made (a) to recruit more African Americans and men into doctoral programs and the education field; (b) non-completers be invited to finish their dissertations with interventions and an accountable chair; (c) chairs provide his or her best help to meet the student half-way; (d) the department and university provide accountability measures and incentives for both the student and the chair; and (e) provide specific lessons that include finding a topic, researching a topic, and interacting with the chair; and (f) it was determined that non-completers were not timid as suggested in the literature but were found to have either changed their desire or fulfilled their desire by obtaining a promotion. In summary, a nurturing chair and a strong support system were found to be two major factors in determining the difference between doctoral completion and non-completion.

This study investigated the limitations of Navajo language teaching in Navajo Head Start immersion centers. The research questions asked what did Head Start teachers perceive as barriers to Navajo children successfully learning the Navajo language, what skills and knowledge did Head Start teachers have that were relevant to teach Head Start children the Navajo language, what Head Start teachers perceived as their strengths and weaknesses of the language immersion program, and what program and instructional qualities promoted and restricted the success of the language program? Two males and six females who resided in the western part of the Navajo Nation wee interviewed as to their teaching experiences. All of the interviewees were between the ages of late 40's to mid-60's and all spoke Navajo fluently. They had been employed with Head Start for more than 10 years. They came from families who had strong beliefs in the Navajo culture and language, and believed all teachers should take Navajo language and culture classes to teach in Head Start. The interviews revealed the participants use their traditional language and culture skills to teach Navajo, but they had limited knowledge as how to use the curriculum provided by Division of Dine Education. The English curriculum was accessible and easy to follow, but did not adhered to President Hale's Executive Order to perpetuate the language. It was recommended that Head Start administrators and support staff review the Navajo language policies and regulations, train teachers how to write a lesson plan that was simple and teacher friendly, revamp the curriculums, and train teachers how to critique, analyze and develop lessons from the Navajo Curriculum. In addition, administrators, should monitor and provide technical assistance to ensure teachers are implementing Navajo language instruction according to Navajo Standards and monitoring each child's progress according to developmental domains and assessment.

When you have more students who are eligible for tutoring than those who are successfully meeting the academic requirements, then there is a problem. This study examined the impact that NCLB's federal mandates of providing Supplemental Educational tutoring services had on New Mexico’s Standards Based Assessment results for eligible elementary students in one district who participated in tutoring for three school years from 2008 to 2011. The quantitative study examined the archived Standards Based Assessment data for each tutored participant leading to the total average means scaled scores per year for four elementary schools in comparison to non-tutored students within the same schools. Research Question 1 asked if Supplemental Educational Services tutoring increased Standards Based Assessment scores. To generalize the results and state whether there was an increase in SBA test scores due to participation in the SES tutoring was not valid. Research Question 2 asked if the number of years tutored increased Standard Based Assessment scores. There were only three students who were tutored for two years consecutively. Research Question 3 asked if one group of providers were more effective than others. One provider was used from 44% to 88% of the time; however, there were no clear findings as to which SES provider was more effective as to SBA gains. Research Question 4 asked as to what services offered from SES providers was the parent choice for tutoring. The researcher found descriptions from the other SES providers to be similar to Club Z! Interviews were not part of the study and contacts made with the providers were not successful, pre- and posttest results of participating students were not available. The recommendation primarily was build internal monitoring and evaluation, collaborations with tutors, and continued study in area of tutoring.
