Equity in Action: Estimating the Association Between Funding, Expenditures, Tuition, and Affirmative Action Case Law on Enrollment and Completion Rates at Selective Colleges

I conduct a series of analyses aimed at assessing equity in selective American colleges over a 20+ year time frame. My main measures of equity are enrollment and completion in selective colleges, which I disaggregate by race/ethnicity. After creating an institutional-level panel data set with variables on college revenues and expenses, tuition, institutional control, and affirmative action case law decisions, I estimate a Generalized Least Squares (GLS) model with institutional level random fixed effects to identify factors associated with enrollment and degree completion for white and non-white students at selective United States colleges. My results suggest that affirmative action case law is associated with changes in enrollment and degree completion rates of white and non-white student alike. Increasing equity for non-white students does not compromise equity for white students. There was a statistically significant relationship between federal spending, enrollment, and degree completion for non-white students. When selective colleges increased tuition, instructional costs, academic support services expenditures, and student support services, Asian American/Pacific Islander students were likely to see enrollment and degree completion declines. Degree completion and enrollment differences were observed for Asian American/Pacific Islander, Hispanic, and white students at public, private and for-profit colleges. In the years after the Adams and Hopwood court decisions, equity for non-white students declined at selective colleges. Enrollment and degree completion for non-white students increased following Grutter, Gratz, Coalition, and Fisher decisions. Enrollment of white students increased following Fordice and Hopwood. Degree completion for white students increased post Coalition and decreased post Fisher.

Despite a substantial increase of Masters of Music Therapy degree recipients between 2002 (Cohen et. al, 2002) and 2017 (American Music Therapy Association, 2017), these numbers are not paralleled among recipients of PhD degrees with music therapy emphases. Additionally, it is notable that the Master’s Level Entry (MLE) Subcommittee Report (2017) notes “lack of doctoral programs and/or doctoral level music therapy faculty needed to sustain graduate level music therapy education programs” (p.18) as a deterrent to the move to Master's-Level Entry within the music therapy milieu. This underscores the importance of doctorate-level music therapists to the profession. Could increasing the prevalence of doctorate-level music therapists help to promote advanced studies in music therapy, and in turn augment the status of music therapy education and training? The purpose of this project was to examine advanced-level music therapists’ perceived catalysts and barriers to pursuing a doctoral degree in music therapy. Incorporating the Social Cognitive Career Theory (Lent et. al, 1994) as the underlying framework, qualitative data was garnered via semi-structured interviews with advanced-practicing music therapists located in the southwestern United States. A thematic qualitative data analysis was conducted, whereby parent codes reflected key constructs of the theoretical lens and child codes were developed inductively. Interviewees highlighted advantages of pursuing a PhD including: professional status, educational growth, and opportunities to educate others. Likewise, they identified pertinent barriers pertaining to finances, narrow job market, and dominance of research foci over clinical skills. In light of these findings, a framework for a hypothetical, Southwest-based professional development seminar was developed and embedded into the SCCT context. The hypothetical program encompassed key objectives to educate participants about the key processes, benefits and drawbacks of pursuing the music therapy doctorate, and aimed to help participants develop penchants toward the pursuit of doctorate degrees. The nine modules featured discussions and interactive learning techniques, in addition to proffering individualized mentoring from music therapy doctorate recipients as a key mainstay of the program. Modules addressed the following topics: Introductions and testimonials; PhD application and funding processes; Clinical skills; Work/life/school balance; Faculty responsibilities (research, teaching and service); Mock interview/audition; and Mentorship presentations.

There has been a robust and ongoing investment in demystifying the discursive and material conditions of neoliberalism. Scholars in communication have done much work to explore the various rhetorical effects and processes of neoliberal discourses and practices. Many of these case studies have tethered their concerns of neoliberalism to the conceptualization of the public sphere. However, most of this research rests on the absence of those that try to “make do.” By privileging rhetoric after the fact, such studies tend to provide more agency to ideology than everyday bodies that engage in their own rhetorical judgments and discernments. In addition, scholarship across the board tends to treat neoliberalism as something dangerously and uniquely new. This framing effectively serves to ignore the longer history of liberalism and liberal thought that paved the path of neoliberalism the United States is now on.

With these two broad concerns in mind, this study centers a case study of a charter school in South Phoenix to focus on the vernacular rhetorics of those on the ground. Guided by public sphere theory, critical race theory, and intersectionality, I take up rhetorical field methods to explore how those involved with this charter school navigate and make sense of school choice and charter schools in the age of neoliberalism. Within this context, field methods permit me to locate the various discourses, practices, and material constraints that shape running, being educated at, and selecting a charter school. These various rhetorical practices brought to the forefront an interest and concern with the school’s whole child approach as it is rooted within Stephen Covey’s (1989) seven habits. Additional qualitative data analysis brings about two new concepts of neoliberal scapegoating and dialectical vernacular complicity. Finally, I discuss the implications of these findings as they speak to how rhetorical field methods, supported by intersectionality and critical race theory, invites critics to center more agency on people rather than ideas, and how that makes for a more complicated and nuanced neoliberal reality and modes of resistance.

Parent involvement is a concept that is used to describe the ways schools attempt to connect with parents for the educational benefit and support of students. Schools engage in strategies and invest in programs to increase parents’ involvement at and with the school, employ personnel to support parents, and develop workshops aimed at supporting parents’ understanding of academic content as well as to develop partnerships between parents and teachers.

The purpose of this study was to investigate how parents viewed themselves as partners with their children’s teachers and what they believed their roles were in their children’s education. This qualitative study was conducted through interviews with parents who were recommended by school staff as having above-average or below-average involvement. Ten parents in a low-income public school in the southwestern United States were selected for an initial interview, and four of those ten were chosen as focal parents for additional rounds of interviews. All three rounds of interviews took place over a four month period in the spring. The interviews were used to document and analyze how parents viewed themselves and the roles they have in their children’s schooling.

The findings from this study illustrate the similarities in behavior, attitude, and self-view between parents recommended by school staff as having above-average and below-average involvement. Additionally, this analysis describes how effective partnerships between home and school (including current teachers, former teachers, and school support staff) can help support parents as lifelong advocates for their children. When parents are intentionally made to feel vital as partners in their children’s schooling, their confidence in their ability to support their children’s education is strengthened.

This dissertation identified ideas and prototypes framing the notion of “preschool” in two types of influential public discourses in Arizona during the 1987-2014: a) editorials, op-editorials, and opinion letters appearing in the Arizona Republic and Arizona Daily Star and b) political documents, including Senate and House Committee Meeting Notes and Comments, Gubernatorial Speeches, Executive Orders, Comments, Proclamations, Memos, and Press Releases. Seventy seven newspaper articles and 43 political documents that substantively addressed debates about preschool in Arizona were identified from an initial pool of 631 documents, of which, 568 were newspaper articles and 63 were political documents.

This dissertation argues little progress can be made in education policy by ignoring the unconscious and automatic levels of thinking, which are not easily dissuaded with rational and factual arguments. Haas and Fischman’s (2010) model for identifying prototypes provided an analytical method to capture the richness and diversity of the educational policy debate about preschool in Arizona. Prototypes captured the values, ideologies and attitudes behind the discourse of “preschool.” Prototypes provide a window into the unconscious thoughts of the authors of the editorials, op-editorials, opinion letters and political documents. This research identified five newspaper prototypes: “Last Resort,” “Community and Family,” “Evidence-Based for At-Risk Children,” “New Knowledge Community,” and “Learner of 21st Century.” It also identified four political political prototypes: ,three of them (“Community and Family,” “Evidence-Based for At-Risk Children,” “Learner of 21st Century”) were aligned with the newspaper prototypes. The fourth prototype was “Arizona Citizen.”

This research concluded that: (1) Multiple “truths” of the concept of “preschool in the newspaper and political documents existed between 1987 and 2014, (2) An inter-relational cross-over existed between the newspaper and political documents effecting the policy debate of preschool, and (3) In less than 30 years, the newspaper and political prototypes narrowed to one. Movement away from the rational policy model, and a broader use of prototypes and discourse analysis in education policymaking, is advocated.

This study is a narrative inquiry into teachers' and instructional coaches' experiences of new curriculum policy implementation at the classroom and district levels. This study took place during the initial year of implementation of the third grade Common Core State Standards in Mathematics (CCSSM). Interviews were conducted with individuals directly involved in policy implementation at the classroom level, including several teachers and the school's instructional coach. Observations of the teachers' instruction and professional practice were also conducted. As an embedded researcher, I used this data to create a series of fictionalized narratives of the initial policy implementation experience. My analysis of the narratives suggests that accountability structures shaped individual's sense-making of the original policy. This sense-making process consequently influenced individuals' actions during implementation by directing them towards certain policy actions and ultimately altered how the policy unfolded in this school and district. In particular, accountability structures directed participants' attention to the technical instructional `forms' of the reform, such as the presence of written responses on assessments and how standards were distributed between grade levels, rather than the overall principled shifts in practice intended by the policy's creators.

As newcomers to schools in the last thirty years, second career teachers, were studied to better understand this group of teachers within schools. Second career teachers bring professional knowledge that did not originate in the field of teaching to their teaching career such as relationship building and collaboration. The professional perspectives of second career teachers were assessed and analyzed in relation with current professional expectations in schools utilizing an analytical framework built from Pierre Bourdieu's reflexive sociology. Second career teachers and their supervisors were interviewed and their responses were reviewed in relation to the districts' defined professional habitus and the professional cultural capital developed by second career teachers. The results from this study indicate that Second career teachers did have professional perspectives that aligned with the current professional expectations valued within the schools they worked. In addition, their presence in schools revealed alternative viewpoints that were highly valued and sought by others. This study goes beyond Bourdieu's theoretical definitions of capitals to explore specific relationships between embodied and institutionalized capitals that were valued in school settings. The knowledge gained from this study provided insight into the professional habitus defined by teachers within a school district and the relationship of second career teachers to this habitus.

Inner city high schools today are struggling to create and maintain connections between students' values and schools requirements. Schools attempt to develop ways to help students become a vital part of the school community and provide them with resources to be successful both socially and academically. This study examined how an urban high school in the southwest implemented an academic advisory program to build and maintain the student/school relationship along with hoping to provide the resources to help increase student achievement in core academic programs. Research has identified the importance relationships have on academic achievement and the strong bonds that need to be developed with students and those there to support them. Previous attempts to provide students with the academic support through traditional tutoring in after-school programs have not proven to be successful in providing support students need. These after school tutoring programs have multiple challenges including being voluntary and students having other commitments they are involved with. Incorporating academic advisory programs during the school day is an attempt to overcome these challenges that are experienced with other programs. Using math and English course letter grade distribution comparisons were made to determine if changes in academic achievement occurred after implementation of academic advisory, whether participation in the program for more than one year made a difference on student academic achievement, and finally if academic advisory had any different effect on students that are high, middle, or low achieving. This study could not identify and specific correlation between the academic advisory program and academic achievement. When looking at letter grade distribution data from before implementation and after implementation similar growths and declines are seen with no identifiable trends during the program implementation. Consideration needs to be taken for the limitations identified and the school may want to conduct further review by addressing the limitations.

The experiences of lesbian and gay (LG) administrators in school and district-level positions are different than their heterosexual counterparts, not just because their social lenses are different, but because the policies and climates of the communities where they work has a significant impact on their relationships with stakeholder groups in the schools/offices. In this qualitative study I document and analyze the stories of LG educators, how they navigate their professional relationships, how they evolve as leaders, and their understanding of how their choices to be out or not have influenced their careers and professional relationships. The study also explores how performativity and sexuality relate to the professional relationships of the participants. Finally, the leaders' stories provide insight into the experiences of marginalized groups of professionals whose stories are often absent from the professional and research literatures on school administration. These eight school and district administrators live in the Southwestern and Northwest, many of them are out at work and a few are not. They range in age from mid-20s to late 50s, and their experiences as educational leaders spans from just one year to over 25 years. The participants sat for two to three interviews each over the course of approximately four months. The names of the participants, institutions, and specific communities have been changed to maintain confidentiality. I found that all the participants' relationships with stakeholders groups and individuals were impacted to varying degrees by fear - specifically the fear that results from the heteronormative rules, biases, and expectations of the public school system. The heteronormativity of the public education system is often a reflection of its community's belief system, as well as a reflection of the larger, more unconscious heteronormative belief system that shapes schools and educational leadership, a leader's professional capacity, and the relationships that are critical to being an effective leader. Essentially, the heteronormative fear reflected in the policies and practices of a community, an educational institution, and its members has a dramatic effect on the decisions and relationships that educational leaders have with key stakeholder groups on both an unconscious and conscious level.

There is a documented gap between research-based recommendations produced by university-based scholars in the field of education in the United States and the evidence that U.S. politicians' use when deciding which educational policies to implement or amend. This is a problem because university-based education scholars produce vast quantities of research each year, some of which could, and more importantly should, be useful to politicians in their decision-making processes and yet, politicians continue to make policy decisions about education without the benefit of much of the knowledge that has been gained through scholarly research. I refer to the small fraction of university-based education scholars who are demonstrably successful at getting scholarly research into the hands of politicians to be used for decision-making purposes as "university-based bipartisan scholarship brokers". They are distinct from other university-based education scholars in that they engage with politicians from both political parties around research and, as such, are able to use scholarly research to influence the education policymaking process. The problem that this dissertation addresses is the lack of use, by U.S. politicians, of scholarly research produced by United States university-based education scholars as input in education policy decisions. The way in which this problem is explored is through studying university-based bipartisan scholarship brokers. I focused on three areas for exploration: the methods university-based bipartisan scholarship brokers use to successfully get U.S. politicians to consider scholarly research as an input in their decision-making processes around education policy, how these scholars are different than the majority of university-based education policy scholars, and how they conceive of the education policy-setting agenda. What I uncovered in this dissertation is that university-based bipartisan scholarship brokers are a complete sub-group of university-based education scholars. They work above the rigorous promotion and tenure requirements of their home universities in order to use scholarly research to help serve the research needs of politicians. Their engagement is distinct among university-based education scholars and through this dissertation their perspective is presented in participants' own authentic language.
