The objective of this study was to access whether there were any associations between food insecurity, weight status and emotional eating for adults and youth, and to discover whether emotional eating was prevalent for both age groups. By gathering participants from six various low-income housing communities throughout the Phoenix, Arizona, the researchers were able to gather data from 114 participants, 57 adults and 57 youth. The participants were a convenience sample, and were recruited by flyers sent via the mail and door-to-door announcements in the spring and summer of 2014. The adult and youth were asked to complete a survey that was part of a larger study, which included the Weight-Related Eating Questionnaire to access the participants' emotional eating. The participants' height and weight were measured manually and were integrated into the BMI system, and the participants' food insecurity statuses were validated using the US Household Food Security Survey. The results of the study illustrated associations between food insecurity and emotional eating for adults, but not for youth. In addition, there were no associations between adults' emotional eating and their child's emotional eating. The results from this study were consisted with the current research examining the associations of food insecurity and emotional eating, where there is only a correlation between food insecurity and emotional eating for adults. However, this study was not consistent with past research accessing the associations between adults' emotional eating and their child's emotional eating since this study found no relationship between the two. Being that a cross-sectional survey-based research was incorporated into this study, further research needs to explore on food insecurity, weight status and emotional eating to determine their causality.

With more than one third of Americans considered to be obese, obesity is a public health issue in the United States. While obesity is linked to and caused by a number of factors, sugar sweetened beverage (SSB) consumption is a major contributor to increased obesity rates. For the purposes of this paper, SSBs will include any beverage in which sugar is added. This includes juices that are not 100% fruit juice, coffee or tea drinks that are sugar sweetened, energy or sport drinks, and most commonly, soda. Excess sugar in the diet is substantially linked to obesity and negative health effects. SSBs represent the primary source of added sugar in the average American diet. Part I of this paper will discuss obesity as a public health problem and establish the link between consumption of SSBs and poor health effects. Part II will discuss the public policy instrument families and the strengths and weaknesses of each policy approach. Part III will identify current policies specifically focused on curbing SSB consumption. Each policy will be analyzed for efficacy based on available scientific research. Lastly, Part IV will propose new policy alternatives and ways to improve current policies. A final policy recommendation will be presented as an ideal roadmap for policy makers looking to address the link between SSB consumption and obesity.

Cities today face new economic, political, and social challenges spurred, in part, by the growth of immigrant and newcomer populations and increasing competitive pressure in the context of contemporary globalization. In the face of these challenges, some U.S. city and county governments have adopted the “welcoming city initiative,” which promotes both immigrant integration and economic growth. To date, little research has explored why different U.S. cities decide to pursue the welcoming city initiatives, what cities really hope to achieve through them, or what governing arrangements emerge to develop and implement these initiatives. In addition to illuminating the emerging discursive, political, and organizational dynamics of welcoming, this dissertation contributes to the literatures in urban asset development, urban regime theory, and political and bureaucratic incorporation.

Drawing on 30 interviews with key actors and document analysis, this dissertation employs a multiple case study design to conduct an interpretive policy analysis of the initiatives of four U.S. welcoming cities: Austin, Texas; Boise, Idaho; Chicago, Illinois; and Philadelphia, Pennsylvania. The analysis explores three independent but interconnected themes. The first theme concerns multiple, context-specific framings of “welcoming” and the types of assets cities seek to leverage and develop through the welcoming city initiatives. This investigation finds that while each city puts a priority on developing a certain set of assets based on its unique political, economic, and demographic contexts, welcoming efforts tend to encourage immigrant entrepreneurialism, the leveraging newcomers’ human capital and financial assets, and the development place-based assets to attract and retain newcomers. The efforts to strengthen community capacity seek to institutionalize a new norm of welcoming, structure immigrant-friendly governance practices, and engage newcomers and longer-term residents in their community affairs. The second theme probes the ways in which these four cities create and maintain governing regimes for the initiative. The analysis finds that, while the four cities develop different governing structures, all pursue the creation of mixed types of governing coalitions that combine pro-growth and opportunity expansion regimes by incorporating the goals of economic growth and immigrant integration. The third theme investigates different modes of immigrant incorporation and their contribution to immigrant integration, the final stage in immigrant settlement. The analysis suggests that political leaders and bureaucratic agencies of the welcoming cities tend to build reciprocal relationships, rather than principal-agent relationships, in which political leaders rely on the positional, professional, and technical expertise of bureaucrats. In these early stages on the initiative, political and bureaucratic incorporation aim to create institutional changes that help immigrants and newcomers to be viewed as political constituents and clients of bureaucratic agencies.

This dissertation broadly concludes that the welcoming city initiative is a promising new urban economic development framework that could reshape urban space by integrating pro-growth demands with social integration and inclusion. Going forward, however, deeper consideration of the perspectives and rights of immigrants and newcomers themselves is needed in these initiatives.

Conflict over management of natural resources may intensify as population growth, development, and climate change stress natural systems. In this dissertation, the role of policy networks implementing Habitat Conservation Plans (HCPs) is examined. As explored here, policy networks are groups that come together to develop and implement terms of HCPs. HCPs are necessary for private landowners to receive Incidental Take Permits (ITPs) from the U.S. Fish and Wildlife Service (USFWS) if approved development activities may result in take of threatened or endangered species. ITPs may last up to 100 years or more and be issued to individual or multiple landowners to accomplish development and habitat conservation goals within a region.

Theoretical factors in the implementation and policy network literatures relevant to successful implementation of environmental agreements are reviewed and used to examine HCP implementation. Phase I uses the USFWS Environmental Conservation Online System (ECOS) database to identify characteristics of policy networks formed to implement HCPs within the State of California, and how those networks changed since the creation of HCPs in 1982 by amendment of the 1973 Endangered Species Act. Phase II presents a single, complex, multiple-party HCP case selected from Phase I to examine the policy network formed, the role of actors in this network, and network successes and implementation barriers.

This research builds upon the implementation literature by demonstrating that implementation occurs in stages, not all of which are sequential, and that how implementation processes are structured and executed has a direct impact on perceptions of success.

It builds upon the policy network literature by demonstrating ways that participation by non-agency actors can enhance implementation; complex problems may better achieve conflicting goals by creating organizational structures made up of local, state, federal and non-governmental entities to better manage changing political, financial, and social conditions; if participants believe the transaction costs of maintaining a network outweigh the benefits, ongoing support may decline; what one perceives as success largely depends upon their role (or lack of a role) within the policy network; and conflict management processes perceived as fair and equitable significantly contribute to perceptions of policy effectiveness.

The City of Portland has 21 distinct agencies/bureaus with Facebook pages. Of these 21 Facebook pages, three were selected for in-depth case study analysis. Qualitative methods including descriptive coding (Saldana, 2009; Saldaña, 2003; Wolcott, 1994) and content analysis were the primary methodological tools used while the individual SMS post was the unit of analysis. Basic quantitative methods were used to generate tabular values for general post/agency comparison.

This research identifies SMS usage patterns, differences, and policy implications within a large city government where multiple agencies have independent control over their own SMS sites/pages. It examines how each agency/bureau uses SMS and to determine if such use fits within Iris Marion Young's deliberative democracy model. This research contributes to voids in the academic literature in the topics of governmental SMS usage, intra-city SMS usage, and SMS as a mechanism for promoting deliberative democracy.

In an environment in which public values are often surrendered for market ones, the administration of public housing has increasingly devolved construction, management, and even ownership responsibilities to the private sector to cut costs. There is little known about private management practices at public housing sites and how they shape the lives of its residents - half of whom are growing numbers of seniors and people with disabilities who are aging in place. This multi-site comparative case study involves three public housing sites that serve seniors and people with disabilities: one is privately-managed, one is publicly-managed, and one is privately-managed with public case management through the HOPE VI program. The intent of this comparison is to determine if there is a difference in management response by sector and whether differences pose a challenge to social equity.

Results indicate that there were social equity failures across all three sites with the private sites experiencing the most barriers for residents. The power-knowledge structure and perceptions of the residents shaped the institutions or staffing, services, policies, and amenities that either empowered the residents by helping them build a cohesive community; or it subjugated them by not offering space for community-building. In response, many residents' actions and beliefs were shaped by these institutions; however, in the face of resistance to management practices, they often exercised power through self-governing to achieve the satisfaction they desired. Recognizing that residents can exercise their own power, community resiliency to support aging in place may be achieved by supporting resident needs and drawing upon their expertise, assistance, and influential power to build stronger housing communities - an option with low costs but great gains. But in order to do so, the power-knowledge structure must be influenced to support this goal. This research describes the governance of public housing and the responses and relationships of both management and residents in these newly created public spaces. It then presents a model that can foster change in resident engagement and network building to support aging in place, and advance social and community resiliency, regardless of sector.

This study uses the ontological lenses of discourse theory to conduct a critical mixed-methods analysis of state statutes related to prostitution and sex trafficking. The primary research question of the study was, "How do state laws communicate and reinforce discourses related to sex trafficking and prostitution and how do these discourses reinforce hegemony and define the role of the state?" A mixed methods approach was used to analyze prostitution and sex trafficking related annotated and Shepardized statutes from all fifty states. The analysis found that not all prostitution related discourses found in the literature were present in state statutes. Instead, statutes could be organized around five different themes: child abuse, exploitation, criminalization, place, and licensing and regulation. A deeper analysis of discourses present across and within each of these themes illustrated an inconsistent understanding of prostitution as a social problem and an inconsistent understanding of the legitimate role of the state in regulating or criminalizing prostitution. The inconsistencies in the law suggest concerns for equal protection under the law based upon a person's perceived deservingness, which often hinges on his or her race, class, gender identity, sexuality, age, ability, and nationality. Implications for the field include insights into a substantive policy area rarely studied by policy and administration scholars, a unique approach to mixed methods research, and the use of a new technique for analyzing vast quantities of unstructured data.

Cross-sector interactions are regularly seen in healthcare, education, defense, public safety, and other social service contexts where the public interest and the private individual intersect. While interest in cross-sector relationships is neither new nor novel, the organizational dynamics and contexts continue to change and challenge our understanding of what is meant by partnership, alliance, collaboration, or cooperation between independent organizations from different sectors. One type of cooperative arrangement between nonprofits and government are affiliated foundations, which are part of the landscape of emerging organizational hybrids and expanding government-nonprofit relationships. Affiliated foundations are nonprofits designed to support a specific entity by generating charitable resources. This dissertation looks at one specific context for affiliated foundation/ "parent" relationships through a multi-case study of local educations in Florida. Specifically, this research examines how local education foundations carry out a partnering relationship with the school district. Through a combination of three instrumental case studies of local education foundations, and fifteen other purposely selected foundations, this dissertation presents the results of a cross-case analysis of the partnership between local education foundations and school districts. Partnership is conceptualized across four dimensions: 1) attention, 2) successive engagement, 3) resource infusion, and 4) positional identity. This research reveals that through the four dimensions of partnership, we can account for the variation across embedded, interdependent, or independent local education foundations in relation to the school district, or their "parent" organization. As a result, local education foundations reflect different relationships with school districts, which ultimately impacts their ability to carry out their work as charitable organizations, derived from the community in which they operate, and designed to generate resources and support for public education. By looking at this specific context, we can consider the complexities of an affiliated relationship between two structurally separate but linked organizations assumed to act as partners, but working to achieve a partnership. Where cooperation, collaboration, and innovation are intended outcomes of affiliated foundation/government relationships, this research considers the role of affiliated foundations among more traditional cross-sector relationships where services and contracts tend to dominate.

Individual behavior change is a goal of many public policies directed at people of low socioeconomic status. Without evidence of behavioral change, these policies cannot be considered a success: a process of co-production where some level of cooperation between the client and program administrators is required to successfully meet program objectives. The Special Supplemental Nutrition Program for Women, Infants and Children (WIC), is one example of a co-production design. WIC encourages women to engage in healthy behaviors by providing healthy food along with nutrition education to improve the health status of low-income families. However, while WIC is one of the most studied nutrition programs, little attention has been paid to the nutrition education portion or to interactions between staff members and participants. This research draws on the public policy and administration literature about street-level bureaucrats and co-production, which provides a framework for understanding the purposeful, inter-dependent relationships between front-line service providers and clients. However, neither literature explicates the process of interactions that is expected to lead to client behavior change and co-production. The primary contribution of this research is the creation of a grounded theory that identifies and explains the WIC interaction process as one of "negotiating healthy self-government". Based on analysis of three months of observations of WIC encounters in two clinics, this research finds that participants and staff members enter into tacit and explicit negotiations concerning the degree to which participants should govern their family's nutrition-related behavior. Clients actively shape the interactions by demonstrating their discipline and efforts to feed their families, while staff members refine and reinforce self-governing behaviors through assessing action, and providing advice to ensure behaviors meet recommendations. Finally, participants and staff members distinctly link self-governing behavior to identity: "good mothers" feed their children healthy food and govern their behaviors to meet nutritional recommendations. This research has implications for the study of behavior change promotion in public programs by introducing the concept of identity as a mechanism for governance and explicating the interaction process between front-line service providers and clients

Mixed-income housing policy has been an approach to address the problem of concentrated poverty since the 1990s. The idea of income mix in housing is founded on the proposition that economic opportunities of the poor can be expanded through the increasing of their social capital. The current in-depth case study of Vineyard Estates, a mixed-income housing development in Phoenix, AZ tests a hypothesis that low-income people improve their chances of upward social mobility by building ties with more affluent residents within the development. This study combines qualitative and quantitative methods to collect and analyze information including analysis of demographic data, resident survey and in-depth semi-structured interviews with residents, as well as direct observations. It focuses on examining the role of social networks established within the housing development in generating positive economic outcomes of the poor. It also analyzes the role of factors influencing interactions across income groups and barriers to upward social mobility. Study findings do not support that living in mixed-income housing facilitates residents' upward social mobility. The study concludes that chances of upward social mobility are restrained by structural factors and indicates a need to rethink the effectiveness of mixed-income housing as an approach for alleviating poverty.
